The only jurisdiction I have heard of, that actually bothers to track homicides through the judicial system, and removes justifiable homicides from the homicide/murder stats as cases are adjudicated (often years after they entered the annual crime reports as homicide/murders), is England and Wales. Every other jurisdiction you are comparing apples, to oranges, to tangerines, to olives, etc. FBI relies on police reports coding homicdes as 09 believed to be justifiable and I honestly do not think all police jurisdictions use the the FBI code for what is actually a call by the courts, not the police.
