Every bolt action '06 I've loaded for has done very well with H4350 and 165gr SSTs. All so far have settled in quite happily around 57-57.5gr c.w. although I'd still do a ladder test in 0.5gr increments on a new rifle or barrel to confirm (as I'm sure you will teach him) :)

You're not going to lose any powder after 4 years, or even 14 - Probably way longer than that :) I'd wait to load it in case your needs or preferences change, or as was said if you ever need to liquidate - components in original containers can be sold but reloads are near worthless to most...

I just do a JB Bore Paste treatment every 500-800 rounds (in addition to my regular cleaning) and it seems to keep things in check pretty well. Some powders also seem to build it up quicker than others.

I switched to Energizer Ultimate Lithiums in all my flashlights and electronics (GPS, radios) that might sit for a period of time between uses. They never leak, they are lighter weight, hold charge longer, work better in extreme cold and they simply last longer in use. Well worth the $ IMHO

I agree with trying to drop the load a little bit. My T/C with a 1:48 twist shoots great with PRBs @100 yds up to about 80 grains, above that it starts to get squirrely.
